suppose you are employed to be in position of authority.
(Thus if you decide to have a relationship with those under your authority, this is overall considered to not be appropriate)

However, suppose you do not work anymore in that position (i.e found another job, whatever), but you are still around those who were under your position of authority while you had the job.

If you start a relationship with one of them now, will that be considered as appropriate ?
