Can't remember in what state, but women who customarily go about veiled were told that their driver's licenses had to have a recognizable photo for identification purposes.

Since their objection is showing their face to men-not-their-relations, rather than to photography itself, I think there's room for accomodation in having the photo taken by a woman in some relatively sheltered setting. But it's also fairly clear that identification which does not identify is not valid.
