That would be like beating up on Dilbert for the PHB's actions.

I've been in the environments where the higher ranks have administrative rights and I was a lowly tech. Until I actually got command-level backing (via a new Syscon boss with some rank on his shoulder himself) my job was very difficult. Once he arrived and I gave him the initial briefing, he had me pull admin rights on every machine the very first day, with orders that anyone complaining needed to see him personally.

So, no.. I'm just talking personal responsibility for one's own capabilities versus what your resume says you can do.
