that ps-tools won't work at all on 98 boxes.

They also will absolutely not work on default config XP boxes.

If the system is not configured to allow remote admin access, even the admin shares won't work. Not only the XP firewall must be configured properly, the local policies must also be changed from defaults.

So, assuming that all required systems are W2K or XP and have been pre-configured to allow the ps tools and remote admin access, then yes, it can be done.

Unfortunately, very few sites allow IT that level of control.
