the easiest way would be to attack the economy HARD first. undermine it to the point of collapse

THEN start launching missile offensives to scare the population into panic. THEN Selective strategic nukeign from a distance take out DC, Strategic air command, New York, then LA. And other potential Comand and Control centers. Then MAYBE you can follow up with airborne assaults after establishing a beachhead. Against the top remaining targets and industrial centers and try to take them in one piece. HOPE that the population is to scared to do something.
