Have you taken it apart and removed the cpu heatsink at all? Mine had that exact same problem when it came back from HP from motherboard replacement. When they swapped over the CPU, they didn't get the thermal compound on correctly. The CPU would get hotter than a firecracker (65C+) even under normal loads, at that time the CPU was a Sempron 2800+, which usually ran around 55C. A little denatured alcohol and AS5 fixed it right up.

My Turion 64 M(?)47 usually runs at 45-60C, and only gets up to 60 under high load at full speed.
