We did some comparisons in stats, examining states that had increased their benefits. Seems "word" got out, and many other states started pushing THEIR welfare folk towards those states. Not officially, of course, but things like the welfare officers "remarking" on how state-X had increased its benefits, and if you did this, this, and this, you could qualify ...

Great way to rid yourself of your welfare folk and make them someone elses problem.
