They can do this in one of two ways: A) Collude with other businesses and charge as much as they can (reminder: this option is illegal, so don't get caught!) B) Lower prices and steal customers from other businesses, thereby increasing total profit. It's also important to remember that part of a government's duty is to vote upon its own salary. I'm off to choir practice, so unfortunately I won't be able to respond for a while.
