... maybe it works if you have no car / insurance. That $500/month is 1/4 of the monthly gross income, before rent/mortgage, house/renter insurance, and those things like food...

If both the spouse and the individual are working fulltime and making $12/hr, then it becomes much more workable. But $500 a month for health insurance out of a $2000 budget cuts a bit deep for most people. Unless of course their outlay for medical stuff would be greater than $500, in which case it obviously makes sense.
