Simply "slicing" a hard and rough surface (any cement will do nicely) a couple of times should render the cutting edge virtually useless. Longer blades can also easily be snapped or bent by stepping on it and pulling the handle. Then finally wrap it up tightly in newspaper to prevent poking injuries to the garbage man (I usually do that to if I have some glass shards to throw out). Alternatively, look for a local recycling center. They usually have a metal container you can throw it in, without much risk to anyone.
