But to do it properly requires two basic elements:
1) A societal agreement that each individual should have the opportunity to receive adequate care (and yes, that means defining what that term means).
2) Structuring the health care system in such a way as to provide appropriate care for lower cost. It doesn't make sense for the vast majority of visits to be attended by a physician - nurse practitioners would do just as well. Hire staff on salary -- less incentive to rush people through without properly evaluating conditions, more incentive to help people get and stay well. And on, and on ...

There are a lot of factors that need to work together to make a socialized system function effectively and economically. However, that takes one heck of a lot of political and societal will.

Oh yes, for what it's worth... my family has put in far more in taxes than we've received in services, and I don't mind. As for doctor's visits... we don't go for every sniffle. In the past 20 years, I can think of only two visits that we've made that have not turned out to be medically necessary.
