To be found in same startmenu entry. Safemode should start without any addons IIRC. Could be some Javascript- or CSS-induced problem since I can't think what else should disable scrollbars. Does scrolling with the cursor keys work (after you clicked somewhere in the page, that should bring the cursor focus there)?
