Update: Iraq is saying this agreement expired	by RoraJoey	2007-10-08 21:10:11
in 2004, so the Blackwater personnel are under Iraqi jurisdiction. I expect the U.S. doesn't like that, so I wouldn't be surprised to hear that there are negotiations going on.
