Not knowing much else, I'm assuming you're expecting a 460 VRMS, 60Hz output. If that's the case, you're probably getting the signal directly off the transformer downstream of the windings. Most high power devices like what you have take an AC input, convert it to DC, then run it through an inverter at the desired output frequency. That's basically a pair of really big capacitors and some control circuits, and once those start to go you can get the stepped-up DC voltage on the output side. A bad capacitor tends to be either an open or closed circuit, and it looks like yours failed in the less-happy way.

Be sure to let this thing cool for a long time before working on it, as those windings can hold a painful/leathal charge for a while. Hopefully this thing is still under warrantee.
