non-HDTVs only have a resolution of 720x480 so there wouldn't be much point to running a HDTV signal via TV-out on a vidcard. (which is up to the video card, not the capture card)

you can however get some really nice monitors for cheap. Friend has one of theese that looks nice. Even if they do lie a bit, it isn't 1080p capable as the monitor's native resolution is 1680x1050, true 1080p is 1920x1080
