to promote critical thinking instead of legislating against prohibiting it.

I think I was very lucky in my school, in that a lot of my classes encouraged discussion and trying to think for yourself. My brother spent a year of his HS education in a public school in the US and it seemed to me he was just having facts drilled in, as opposed to being taught to think.

But on the other hand, I think part of it requires having the mindset to want to learn, and to enjoy thinking about things. I don't know how much of that can be taught.
