That's just common sense. to use your house analogy: You don't buy a house without locks. Your insurance company will charge you through the wazoo, if they accept your business at all, without locks.

Similarly, you get better rates with more security (alarm system, fire extinguishers, smoke/CO2 detectors, etc).

Of those, the only one I'm aware of you HAVE to have, by law, is the smoke detector (and I'm not 100% sure about that in private residences. I know it's mandatory in things like apt complexes, or if you rent out a property).
