There is a feature, when auctioning an item, to set a "reserve" price, below which the sale will not be made. For example, if I put a widget for sale, I can allow the bidding to start at $1, but set the reserve at $1000, so that customers can bid what ever price they want, but if my minimum is not met by the time bidding closes, no one gets it, there is no sale. The reserve is typically hidden from bidders so they don't just bid to the reserve amount, in the hope that the bidders, not knowing the reserve, will bid significantly higher.

Irwin checked to see if AJ's $100 would be able to buy the item from E-bay. "Reserve not met" implies that Skype WAS found for sale on E-bay, though for more than $100.
