The idea of an effective punishment is to act as a deterrent against repeat behaviour.
As he is a repeat offender, it's clear the current methods have not yet proven effective. He got 15 years for being a repeat offender, but also 15 simply for the crime. With that much time, it's like as not this isn't his first stint in jail.
I have no problem protecting everyone else from him, but not simply because it's expedient. If that's the case, kill him, and be done with it. He'll never be able to bother anyone again.
