to make everyone behave. Well, no practical way. Everyone responds differently to different punishments. Many of those for whom prison doesn't work, would have lashing work well, but not all. Others wouldn't blink at lashes, but will find some other means more effective. I don't suggest lashing as "The Cure". It's not. It's simply cheaper, faster, and very effective for many.
