Prison for many people isn't the horror we think it is (consider the folk who use prison as a way to gain street cred.) Now, that isn't to say prison is easy. Only that they're able to use it to their own ends. Lashes leave a very lasting impression, and may well serve to deter people for whom prison is the means to an end.
