Only takes a few minutes, plus a couple/few weeks of recovery, and it's over. Plus, he'll NEVER forget it. Total cost, a couple thousand dollars. Now, he gets free medical, dental, an education (if he wants it), etc, all on the taxpayers dime, for the next 30 years. $5000 for a lashing, vs around $1 050 000 for 30 years (estimated on $35k a year).
