condemning the girl's *behavior*, not the girl herself.

Her behavior in this situation *may* be understandable given a variety of circumstances neither we nor the officer involved are aware of, but there's no question that that same *behavior* is utterly inexcusable, and was treated with a surprising degree of concern for *her* welfare given the responsibilties incumbent on the officer. (Which, by the way, do not include figuring out why she's acting like she is. Not his job.)

It doesn't matter *why* she's acting the way she's acting. What matters is that the way she's *acting* is unacceptable and will be changed. *She* can change it, or the officer can change it for her. Her choice. And she chose..... poorly.
