From what I saw, PM was just saying the kid shouldn't be condemned. I did not see PM imply or say either that the cop was wrong, or that the kid's behavior was excusable, just understandable. Understanding why Dick and Jane robbed those people and banks is not the same as condoning. The child should not be condemned for the behavior, but it is not excusable either.
