enforcement involved my uncle walking around the neighbourhood. Getting caught meant he was gonna bring you home or tell your parents...

Getting arrested for being outside at night rings more like martial law than "land of the free". Something I would expect to read about Iraq or north Korea than the United States...

That point aside it still appears to me - and I cant really argue it solely on a single video - is that officer is exercising a lot more pain than he needed to - and for that matter less force than he should have. Considering his weight advantage he could have done more to cuff her without having to visit so much pain.
