She's RESISTING ARREST. Had he NOT been careful, she would have been injured. Not just, "Owie! That hurts!" but rather, "OMG! My arm is broken!"

Having BEEN arrested before, I can honestly state that the commands were for HER. He was making sure that the camera got it, too, so that if she did manage to wrench away and get her arm broken in the process HE couldn't be held liable.


Do NOT resist arrest. EVER. If you are being wrongfully arrested, go with the officer to the station, let them book you, then call your lawyer. If you resist, Bad Things tend to happen. ESPECIALLY if you injure an officer while doing so.
