| I don't know that pepper spray was necessary as I think he could have forced her into the cuffs without using it, but that's all arm-chair quarterbacking at this point. To his credit, the officer was obviously aware of the camera, and (more than likely) took her in front of it so he could demonstrate he was following regulation. Not knowing the details (other than a curfew violation) that he was trying to cuff her I'll give the cop the benefit of the doubt and say that he has a reason to. That said, I think he did really well --he was perhaps even a little too nice-- right up to the point where she bit him. At that point, his reaction becomes both a matter of department policy and on-the-spot judgement call. I don't think he did anything wrong in spraying her, I just think he didn't need to do it. A little more leverage against those joints and she would have moved. |
