In most non-urban places two cops to a car is overkill. You also see him reach for his radio twice but had to stop because she was resisting and he knew that if he let her go she would run, possibly blindly in her "panic", and get hurt by something she could not see. Like a wire or hole in the ground... or worse. I think he did an amazing job of using just the right amount of force.
