He exercised an enormous amount of restraint. She is fighting him the entire time, it just isn't that obvious because he is so much stronger than her, which he points out to her because he is trying very hard to avoid hurting her. The entire time he was as polite as the situation would allow and gave her every opportunity to cooperate. You can see him grimace when she bites him and is now guilty of assaulting an officer. While maintaining a firm grip on her he calmly pepper sprays her, instead of using more force. He never retaliates, he is very conscientious of hurting her despite he refusal to cooperate.

It was also very smart of him to get her in front of the dash cam and turn the audio on (it was off at the beginning) once he saw the direction the situation was going.
