The links states that she was breaking curfew, and so an arrest is fine. So was then resisting with not putting her arms behind her back. When she bite him, there seemed to be a punch to get her off, and then the pepper spray. I can see the pepper spray to make her submit to the arrest, and see nothing wrong with his response. She was refusing to be arrested. And with the bite, she has stated that she is willing to harm the officer.
