Being born in France does make one French - for the first few years of your life, anyway. Children of foreign nationals born on French soil have dual citizenship until their 18th birthday. Upon reaching 18, they may declare permanent citizenship in either country. Default is to retain citizenship in the country of primary residence. My father was stationed in Orleans for several years in the early 60s, and my parents were living there when my sister was born.
