but wrt the original question there is the distinction between the legal right of citizenship and the concept of ethnicity or culture, which tends to follow on the blood even where citizenship follows on the soil. A person born in or naturalized to a country might have presumptive or actual citizenship there, but still be culturally a foreigner because the family did not integrate.
