It was a fully compiled EXE, though. It did have very well-done graphics, too - as your cities became more and more civilized, they chaged from wooded backgrounds to pillars and hillsides (at least, the country I chose to play as did...). I remember it being very complex - instead of just building an elephant-warrior, you'd have to have 50 elephants, 25 wood, and 25 iron to build one (or something like that). It was rather like Colonization in that reguard.
