Is Roach may try bringing a civil suit against the officers themselves for the poor manner in which they conducted themselves.

I'm from Louisville and I remember a case back around 1999 or 2000 in which an informant gave correct information about a drug dealer to the county police. The problem was that the police waited months before they acted on the information. By the time they did act the house was sold and the new owners had been living there for three months. The police bust in at around 4:00 AM and killed the new (and innocent) owner in front of his wife and kids. That cost the county a bunch of money and action against the officer in charge of the operation.

Before the city and county governments merged, the city police had a very good reputation while the county police not so good. Now that they are merged, I do not know the situation. I moved away just a few months before the merger.
