We are only allowed to tell a person to stop.
And perhaps put a hand on his shoulder...

Making him stay is a no-no if not needed for selfdefense.
Security agents at stores tend to ignore this rule...as they have no official status they are not allowed to detain you in any way. No matter what they say.
So yes, the best way is for them to have an 'accident' if you want to make sure they stick around for the cops to arrive...
Although I am sure shooting them would create susspicions....
I would go for the "yes officer, he tripped and landed on my foot while I was just about to kick the ball in our friendly game of soccer...."
(just have a ball somewhere :p)

just to be complete, I live in the Netherlands....not Holland :p
