Like...intentionally? Without intervention from God/the Goddess/the FSM? HAH! The amount of energy stored in a hurricane is ENORMOUS. To reroute that you need ocean current-levels of force, or jet stream, or....a HECK of a lot more than humans can muster in a directed fashion.
