But the regulation is designed to promote as much profit for the people who engineered it as possible, while drawing out the process of keeping things going for as long as possible, so as to maximize the amount of profit they can get out of it.

Remember: It's the CEO's and related parties of the major financial institutions who *create* these regulations and institute them.

Their goal is profitability, not general welfare.
