More laws than you can believe are written by people in the field that is interested in changing them, and then simply dressed up and slid into the pending legislation queue. Several bits that I wrote ended up being law in Florida; they were just bad enough to spur the real legislators to come up with better versions, and had just enough good ides embedded in them that the concepts I was pushing survived...at least for a while. (I haven't checked to see if they're still embodied in the current statutes.)
