...once a nation *is* a member of the EU, what's to stop them from wandering away from the guidelines? The entry requirements are strict, the enforcement within, not so much. France and Germany have exceeded defecit limits and largely gotten away with it.

Spelled out under Stability and Growth Pact, or sommat.

If the lynchpins of the EU take a nosedive, what's to keep them at following the rules? A democratic country says "our defecit's too high, we're going to have to take some unpopular measures that'll be better in the long run," risks being voted out of office. What can the other members really do, to enforce?
