are you drawing all the circles first and then checking the dots, or are you doing it one at a time? Because in the latter case it is a different problem.

It isn't vertex cover because you don't have to get all the dots that could potentially take one out, just one will do. Although dominating set reduces pretty simply to vertex cover.
