Requiring people to be armed is a bad thing. Allowing it is a good thing.

The police are a limited resource. It is physically impossible to be everywhere all the time. When you are in need of their assistance, time is needed for someone to signal them to that need, and more time is needed for them to arrive. During all of that time, you are on your own. The more tools you have to help you survive/escape during that time, the higher your odds of doing surviving/escaping. But there are no guarantees.
