It's true, but only for business and ultimate, both OEM and retail. You call Microsoft and they take your Vista key and give you an XP key. Not applicable for home basic/premium versions. Unsure about open license, I think you get both vista and XP keys if you go down that route, same as with Office (you buy Office 2007 MOLP licenses, you get both 2007 and 2003 keys).
