These do not imply much "if possible" but an absolute - He was completely responsible for the situation I described.
That is certainly *1* possibility, but as pointed out, there are times when he may find himself in such situations that are only partially his fault, to varying degrees, running the full gamete from completely not his fault to completely ONLY his fault.
