I think we can agree that for any given culture, its level of civilization is higher or lower than that of another. But what exactly is it that gives us that evaluation? Is it purely subjective - based on how much we'd prefer to live in that particular culture? Is it the level of technology? Is it the strength of its central government? Is it the extent to which it has dominated or absorbed other cultures?

Tell me if you can - what culture do you consider most civilized? And why?
