Some times, there is little choice in such things (say, you're living in such an area). Other times, there's no reason TO suspect something bad (say, the thugs are just passing through, and the area is actually a pretty safe neighbourhood).

You're making very bad assumptions to justify a position that no reasonable person would take issue with to begin.
