In the properties of the remote access policy, under "policy conditions", hit add. Select "Client-IP-Address" from the list, and hit "Add...". Type in the IP and hit OK. If you use a different version of IAS, it may not be in the list; if not, I'm not sure how to add it. But hopefully it is... :-)
