My guess, sight unseen, this person's had someone cheat on them before, while hiding it, and they now they're scared of the same thing happening again, despite assurances. Marriage won't change anything 'cept the legalities involved. It's not mystical, it's practical. The relationship is the same after as before, save legal status. Solve the issues before tying the knot or don't tie it, because tying won't do anything but cement the issue into the relationship.
