caveat: I'm completely self-taught and relatively new to writing webpages.

1. html 4

2. as closely as I can within my abilities, but I don't lose sleep over it. I *do* lose sleep over things not being the same in multiple browsers and work very hard to resolve that.

3. mostly semantic, but sometimes visual. depends upon whether or not I can find the "right" way to do it in a book and how much energy I have to put into the solution.

4. It depends upon the page. Overall, more tables than CSS right now, but that's slowly changing as I learn CSS and start to do more things where tables are inappropriate.
