3. Semantic (exceptions in case a particular browser's CSS engine isn't capable enough to transform it into what I want)
4. If it's a multi-column layout and to be viewed by general public, a single table to set a frame is by far the most compatible, and least bloated, way to achieve it. Apart from that, full CSS.
