If you have good strong experience & skills, list that first. If your experience is weak then go with the certs/education first.

For a job that requires particular certs list the one(s) you need, then your experience.

IMO, Experience & skills trump certs any day. Your ability to do the tasks is far more important then your ability to collect pieces of paper. When I am interviewing techs I could care less about their formal education and certs. I am looking for strong practical skills.
